Ice Control Boom in Rideau River

Problem
Flooding (risk of floods) due to the buildup of ice (verify this is accurate enough) to reduce the amount of ice generated in the Rideau River.
Solution
Design, fabrication and deployment of an ice boom that forms an ice cover (frazil ice gets blocked by the boom, becomes ice cover) no more ice jams no more floods.
Outcome
The boom has been working for so long without issues most people have forgotten there was even a problem.
